State-owned Assets Supervision and Administration Commission
of the State Council (SASAC)
Ladies and gentlemen, dear guests:
It is my pleasure to observe the opening of
2006 Global Construction Summit. First, On behalf of State-owned
Assets Supervision and Administration Commission of the State Council
(SASAC), I would like to extend my warm congratulations on the opening
of the summit. I also like to extend my sincere respect to Chinese
and International entrepreneurs in construction industry.
2006 Global Construction Summit is a festival
for Chinese and international construction industry. With the theme
of "Innovating for Excellence: Opportunities for Global Players"
and a globalization perspective and philosophy, entrepreneurs of
construction from China and America, as well as representatives
of well-know international contractors, architects, building material
producers, equipment suppliers, owners and financial institutions
gather here, to discuss some hot issues in various fields of construction
industry and major problem concerning the development of construction
enterprises. The discussion will surely push forward the negotiations,
exchanges and cooperation among construction enterprises in the
world, enhance the development of international construction market,
and, at the same time, provide Chinese construction enterprises
with opportunities to keep up with trend, broaden mind and elevate
competitiveness.
Since reform and opening up, Chinese construction
market has been expanded and the competitiveness of our construction
enterprises has been reinforced, along with the rapid growth of
Chinese economy. State-owned Assets Supervision and Administration
Commission of the State Council (SASAC) performs the responsibilities
as investor of 13 large central State-owned construction enterprises,
such as China State Construction Engineering Corporation, China
Railway Engineering Corporation, Sinohydro Corporation and etc.
There are also 81 subsidiaries at first level and 428 subsidiaries
at second level to other central State-owned enterprises. These
enterprises not only undertook some essential projects like Three
Gorges, West-to-East Electricity Transmission, West-to-East Gas
Transmission, South-to-North Water Diversion and Qinghai-Tibet Railway
in China, but also actively "go global" by doing international
project contracting and unceasingly drove for better form of contracting
such as EPC and BOT. Experiencing competition in domestic and international
market, these large construction enterprises kept expanding their
scales and enhancing their technology, management and competitiveness.
Within the 49 enterprises from Mainland China out of 2005 ENR Top
225 International Contractors, there are 25 central State-owned
construction enterprises and their subsidiaries.
China's economy is developing rapidly, which
brings enormous business openings for Chinese construction market.
The trend of economic globalization provides international construction
enterprises, building material producers, equipment suppliers and
financial institutions with a broad market where they can participate
in Chinese construction industry. Moreover, it creates opportunities
for Chinese construction enterprises to "go global" and
take part in the competition of international project contracting.
We advocate, encourage and give support to Chinese construction
enterprises having wide communication and cooperation with enterprises
from other countries, exploiting market and promoting the development
of construction industry hand in hand. Chinese construction enterprises
need to know the world and international construction industry needs
to know China too. I believe this summit will give construction
enterprises from China and America as well as the world an opportunity
to understand each other and learn from each other, and a platform
for "development and cooperation".
Wish 2006 Global Construction Summit a full
success!
