Scott Judy is the editor-in-chief of Southeast Construction, which is published by McGraw-Hill Construction and covers the states of Florida, Georgia, North Carolina and South Carolina. Scott also writes for Engineering News-Record, where he acts as Southeast bureau chief. He also is the managing editor of the Southeast Construction INSIDER, an enewsletter that publishes every two weeks and is distributed to members of the A/E/C industry in the four-state region. He's been covering the construction industry for more than 20 years, and is based in Tampa, Fla. 

Michael A. Ornella
Recovery Program Manager, U.S. Army Corps of Engineers

Michael A. OrnellaMike serves as the Program Manager for the American Recovery & Reinvestment Act Program assigned to the U.S. Army Corps of Engineers, Jacksonville District. He reports to the Deputy District Engineer for Programs and Project Management and is responsible for program-level management and execution associated with the implementation of projects receiving Recovery funding throughout Florida, Puerto Rico, and the U.S. Virgin Islands. As Program Manager he oversees and directs program and project management professionals that are assigned duties including program controls; financial management; public involvement and outreach; records management; and the coordination of the development, planning, design, and construction of the overall program. He also represents the District Commander by serving as the primary point of contact for Recovery program matters.

Mr. Ornella is a civil engineer graduate from the University of Florida. He began working for the Corps in 1980 and has served in both the construction and engineering offices with the Corps prior to his assignment in Programs and Project Management Division in 1990. He has served as a Project Manager, Assistant Division Chief for the Everglades Program; Chief, Program Controls Branch; and the Chief, Interagency and International Services Branch. He has participated in the Corps emergency recovery responses for Hurricanes Hugo, Andrew, Marilyn, Georges, Mitch, Charley, Ivan, and Wilma. In addition, he deployed to Kuwait during the Persian Gulf War as part of the Corps’ Kuwait Emergency Recovery Operation. He has served as the South Atlantic Division’s District representative to the Programs and Project Management Community of Practice Steering Committee and serves as the Chairman of the Jacksonville District’s Project & Program Management Development and Certification Program. He and his wife Kathy have two sons, Michael and Anthony, who both attend the University of Florida.

Richard W. Stephenson
Director, Design & Construction Division, General Services Administration

Richard W. StephensonRichard has a Bachelor of Science in Mechanical Engineering from the University of Texas at Arlington. He is also a Registered Professional Engineer and a Certified Construction Manager. 

Richard has 29 years of federal government experience. The past 19 years have been with the General Services Administration, while the 10 years previous were with the U. S. Army Corps of Engineers. He possesses extensive experience and demonstrated success in a variety of projects management and leadership positions.

Richard is an ongoing member of the GSA’s National Construction Excellence Council, and partnered on the national Human Capital Asset Management Team which authored the Large Construction Playbook along with affiliated training.  He was a contributing author to the original National Project Management Training Curriculum, now used regionally and nationally by GSA.  He also worked with the National Risk Management Team to develop a national Risk Management strategy tool and associated training.  

In addition to his regular duties, Richard holds membership in the Construction Management Association of America (CMAA) and the American Society of Mechanical Engineers (ASME).   Richard is an active member in the Construction Industry Institute (CII) serving as a member on the Implementation Strategy Committee which strives to promote best practices throughout the industry.

James A. Wolfe
District 4 Secretary, Florida Dept. of Transportation

James A. WolfeDistrict Secretary Wolfe received his Bachelor's Degree in Civil Engineering at the University of Florida in 1977, a Masters of Engineering Degree from UF in 1978 and Public Manager Certification from Florida State University in 1991.

He is a 31 year veteran of the Florida Department of Transportation, beginning his career in Traffic Operations. He has been a Senior Manager since 1987, serving nine years each as Director of Development and as Director of Operations prior to being appointed District 4 Secretary.

Secretary Wolfe is responsible for all state roads in Broward, Palm Beach and the Treasure Coast Counties. His duties include representing the Department with federal, state, city and county agencies and dealing with associated political issues. He is also a member of the FDOT Executive Board.
